Landlord and Contractors working on House during Covid-19 Lockdowns and Not wearing any Covid PPE and Contractors arriving from around the area spreading Covid-19 to Residents and putting elderly at risk, Rogue Contractors only interested in making money at any cost to public health and bragging about claiming Furlough Wages - Government Money and making thousands off the Pandemic. Raising Concerns directly to Slum Landlord they declared Family (In-Laws) were friends with Local Councillors and Chief of Council and would do what they wanted and did not need to adhere to Covid-19 Laws as it was a Private House and Contractors were doing Homers, asking for Building Warrant for Works as Joint Owner Slum Landlord got aggressive and Contractors asked if we wanted buried in Foundations (Death Threats) and then Persecution Started and Slum Landlord engaged known local sadistic Solicitor to start making life hard for us at work and with Police Scotland and told us we had no rights are were Council Scum and if we caused any further issues they would instruct council to evict us in 14 days. Alerted Local Authority and Police Scotland to Threats and Excessive Noise and Police Call Operator could not hear us on phone due to loud Jack Hammering and said just to stay on line until they recorded the call as noise was excessive in Police Call centre.

Alerted Council Environmental Health Noise Team and they said they could hear noise over phone and would attend asap and stop all works and alert Council Coronavirus Enforcement Team to Stop all works as Covid-19 Tier 4 Total Lockdown and on arriving Slum Landlord made calls and Council Staff received a Call and told this was Chiefs Friends and not to stop or interferer with works, Council Staff left and Slum Landlord started shouting over garden that they had enough and it was now war as Council Guys said neighbour called us out about excessive noise and working during covid-19.

Works continued with load bearing walls being removed and constant crashing and banging, loud drilling and jack hammering for weeks and we constantly sent e-mails to Council Environmental Officer who agreed their was something completely wrong between Slum Landlord and Council Management and asked we use a sound recording app on our mobile phone to capture noise in a diary for court use.

We as a Family and Neighbours believed Council were not being truthful and decided to buy Industrial Noise Recording Equipment and use our own equipment for Court Work.

We submitted Recordings and Videos of Noise and Council Environmental Officer become very dismissive of Noise claiming No laws existed for DIY / Homer works and we and neighbours would have to put up with noise and after an angry exchange Officer said they were lent on and had Mortgages and Bills to Pay and their Boss - Manager was warned to drop the case by Council Senior Management Team or loose their jobs.

After 12 Months of Noise and longest Renovation known on a house, Council reported the Noise App did not record any Loud Noise and could not take the case further, asking for the Noise App Data, Council refused and said it was not for Public Use and Council would need to pay Third Party Noise App Company, offering to pay or give council money was told a Cock & Bull about Council have to pay for minimum amount of Recording and cannot purchase one recording and after reviewing noise app found absolutely no noise above permitted levels and that was it Council Closed case and Renovation was completed and again another Slum landlord got away with it and it was all a big laugh and residents were Council Scum, although it is Scottish Special Housing not council.

Contacting the Technical Team at the Noise App to try and purchase the Noise Data the Technical Officer asked what was going on and then put me in touch with Noise App Director and app creator, who was not best please and Director contacted Council and said he was to release Data for user and noted council had never accessed the app and therefore never checked the noise app and it turned out Council never had access to sound app and never checked Noise and we were copied access process and Data for our own use and their was over 1000 Thousand recording and council said they could only do 10% review and picked 50 noise recording at random and never found excessive noise, we checked them all and all were excessive, Council Officer later said he was threatened with dismissal Council CO and Senior Manager (Named Shortly) if they proceeded with Noise Case as they were friends with Slum Landlord and Sadistic Solicitor. Covid-19 Lockdowns were a perfect time for slum landlords and rogue builders to operate under the radar as was local building merchants who were meant to be open to supply emergency materials and parts during lockdowns, but were instead operating as normal and supplying rogue traders with goods through the back door, this allowed normal work to continue as normal and some merchants need to face investigation and prosecution for these acts and probably cost lives through the spread of Coronavirus. We will continue that story later.

Due to Excessive Noise and Vibration and Dusts coming out of house and from skip loaded onto pavement that contained Asbestos and Silica Dusts we contacted HSE, this was difficult as HSE Phone Calls was for Deaths Only and all Officers working from Home, We had to compile and print a letter with all concerns and include a Pen Drive for Videos, Photos and E-mails and waiting on covid-19 Lockdown Tier to change managed to attend Post office to send letter, we receive a Phone Call Appointment and told Pen Drive which was brand new could not be inserted into HSE Computer System due to System Security and would need to send information but all was okay as HSE would give us an e-mail address to forward them documents and videos.

HSE Consultant reviewed information and situation and stated all works detailed were Unlawful and Breached current HSE CDM Regulations, Covid 19 Regulations and Asbestos Regulations, Control of Toxic Dusts and listed failures in obligations to meet current safety standards and HSE Consultant noted due to time delay in processing and receiving information it was futile to visit and would register works on system as Unlawful and Danger to Public, especially Asbestos materials being loaded into skip placed on wide pavement by Slum Landlord and Contractors and School Children and Parents in Photo / CCTV walking past through clouds of Asbestos Fibre Dust Clouds.

Council Environmental Team said they did not deal with Dust and both SEPA and HSE said Council Environmental Team are legally responsible for Dust and again Council Officer being lent on to shut up and drop case.

We will name Slum Landlord shortly and Business Address to allow Public to understand why this happened and why Elected Councillors and MSPs need held accountable and stop them hiding behind protocol and doing favours for family and friends.

Council declared they had no Powers to stop works or ask Slum Landlords to work between 9am and 5pm Monday to Friday and had no authority over Dust or Noise, after raising SPSO Complaint and offering evidence for court work the SPSO found Council Guilty of Malpractice and using wrong legislation and Council had the full authority to stop works and to stop noise and failed to do so and Council apologised and offered better training for Staff a year after works were completed. This is Corruption, Nepotism and Cronyism by Council Chief, Senior Managers, Elected Councillors and MSPs who should be held accountable, noting Chief and other Managers Resigned from council before SPSO Decision Outcome.
